Sole proprietor accounting in Serbia — what you need to know

Starting a business in Serbia is easy. Running it correctly as a foreigner is where most people need help.

What is a preduzetnik?

A preduzetnik (sole proprietor) is the simplest business form in Serbia. With the flat-tax option (paušalac), you pay a fixed monthly tax without bookkeeping. Ideal for IT, consulting, marketing, freelance and service businesses. Annual revenue limit: 6 million RSD (~51,000 EUR). Registration takes 1 day at APR and costs about 14 EUR.

Residence permit through business

As a sole proprietor, you can apply for a temporary residence permit (boravišna dozvola) in Serbia. Your business must be tax-compliant: PIO/ZSO contributions paid, PPP-PD filed monthly, eFaktura registered. Any debt or missed filing can result in permit denial. EXT ensures your company stays fully compliant.

Monthly tax obligations

Every month by the 15th, you must file a PPP-PD return and pay: income tax (~10%), pension insurance PIO (25.5%), health insurance (10.3%), and unemployment insurance (0.75%). For IT activities in Belgrade, the total monthly burden is typically 250-350 EUR. Missing a deadline means automatic penalties starting from 25,000 RSD.

Why English-speaking support matters

The ePorezi tax portal is entirely in Serbian. Payment slips use Cyrillic script. Tax office communications are only in Serbian. EXT bridges this gap: we handle all tax filings, translate documents, communicate with government agencies, and prepare your residence permit documentation — entirely in English.

FAQ

Frequently asked questions

Does a preduzetnik (sole proprietor) need an accountant?

+

If you chose paušalac (lump-sum taxation), you don't legally need an accountant. But the ePorezi portal is entirely in Serbian, payment slips are complex, and missed deadlines mean fines. We're not accountants — we're your bureaucratic assistant. Tax tracking, eInvoice, payment reminders, document translation — all in English.

How much does it cost?

+

Starter package is 29 EUR/month — tax payment slips, reminders, ePorezi translation, WhatsApp support. Complete is 59 EUR — eInvoice + KPO included. Premium is 99 EUR — residence permit support + consulting. First consultation is free.

What happens to my residence permit if I have tax debt?

+

In Serbia, preduzetnik owners with tax debt may have their residence permit renewal denied. The Poresko uverenje (tax compliance certificate) won't be issued. We track all your deadlines to reduce this risk to zero.

I have a DOO — what do you offer?

+

For DOOs we offer website creation (from 300 EUR), SEO optimization, Google Business Profile, and email marketing solutions. For accounting, we connect you with licensed accountants.

How fast can you build a website?

+

We build professional, mobile-ready, SEO-optimized websites in 1-2 days. What traditional agencies take weeks to deliver, we complete in days at a fraction of the cost. Domain, hosting, and SSL included.

How can a foreigner open a sole proprietorship in Serbia?

+

Foreign nationals can register a preduzetnik at APR under the same conditions as Serbian citizens. You need a passport, a Serbian address, and an activity code (šifra delatnosti). Registration takes 1 business day and costs about 14 EUR. For a residence permit, your business must be tax-compliant — no PIO/ZSO debt, no missed filings.

What documents do I need for a Serbia residence permit?

+

You'll need: passport, poresko uverenje (tax compliance certificate), health insurance, proof of accommodation in Serbia, and APR registration. Your company must be debt-free — PIO/ZSO paid, PPP-PD filed, eFaktura active. We prepare all documents and support you through the application process.

How much tax does a sole proprietor pay in Serbia?

+

With the flat-tax system (paušalac), you pay a fixed monthly amount. For IT activities in Belgrade, it's typically 250-350 EUR/month (income tax + social contributions). The exact amount depends on your activity code and municipality. We provide a full cost breakdown before you register your business.

Do I need a licensed accountant for a paušalac business?

+

Legally, flat-tax sole proprietors don't need a licensed accountant. However, the ePorezi portal is entirely in Serbian, payment slips are complex, and missed deadlines mean fines. EXT is your administrative partner — we handle tax tracking, eInvoice, payment reminders, and document translation in English.
